Functions and Powers of Executive Committees
An executive committee is:
- The principal committee of the council of a municipality of a type that is entitled to establish an executive committee: and
- The committee of a municipal council which receives reports from the other committees of the council and which must forward these reports together with its recommendations to the council when it cannot dispose of the matter in terms of its delegated powers.
The executive committee must:
- Identify the needs of the municipality
- Review and evaluate those needs in order of priority
- Recommend to the municipal council strategies. programmed and services to address priority needs through the integrated development plan and estimates of revenue and expenditure; taking into account any applicable national and provincial development plans: and
- Recommend or determine the best methods. including partnership and other approaches to deliver those strategies, programmed and services to the maximum benefit of the community
The executive committee in performing its duties must:
- Identify and develop criteria in terms of which progress in the implementation of the strategies. programmed and services referred to in subsection (2)fc) can be evaluated. including key performance indicators which are specific to the 40 municipality and common to local government in general.
- Evaluate progress against the key performance indicators.
- Review the performance of the municipality in order to improve : 1) The economy, efficiency and effectiveness of the municipality. 2) The efficiency of credit control and revenue and debt collection services. 3)
The implementation of the municipality’s by-laws. 4) Monitor the management of the municipality’s administration in accordance with the policy directions of the municipal council. 5) Oversee the provision of services to communities in the municipality in a sustainable manner. 6) Perform such duties and exercise such powers as the council may delegate to 5 it in terms of section 32. 7) Annually report on the involvement of communities and community organisations in the affairs of the municipality. 8) Ensure that regard is given to public views and report on the effect of consultation on the decisions of the council
An executive committee must report to the municipal council on all decisions taken by the committee

Municipal Public Accounts Committee
The Municipal Public Accounts Committee is a section 79 committee that has a function to exercise an oversight role and ensure efficient and effective utilisation of municipal resources. The MPAC prepares the oversight report over the Annual Report and other oversight functions as determined by the Council.

Traditional leaders Serving in Council
One of the mechanisms for the enhancement of participatory democracy was the inclusion of Traditional Councils into municipal Councils as per the provision of the Chapter 81 (2) (a) and (4) of the Municipal Structures Act, 117 of 1998. Traditional Councillors constitute 17% of the Municipal Council Structure and that resulted in Ngqushwa Municipality having two (2) Traditional Leaders serving in Council, which their role is to ensure that matters relating to Traditional Councils are considered in the decision-making processes of Municipal Council.

Audit Committee
An Audit Committee is an independent advisory body which must advise the municipal council, the political office bearers the accounting officer and the management staff of the municipality, on matters relating to :
- internal financial control and internal audits;
- risk management;
- accounting policies;
- the adequacy, reliability and accuracy of financial reporting and information;
- performance management;
- effective governance;
- compliance with this Act, the annual Division of Revenue Act and any other applicable legislation;
- performance evaluation and any other issues applicable legislation
performance evaluation; - and any other issues referred to it by the municipality or municipal entity;
- review financial statements
